We are addressing the concerns raised by Senator Daschle. And those concerns are addressed so that we will not have Government by gimmick, so that we will have responsible Government, so that everyone will know what the rules are, and so that we will be able to negotiate in good faith on appropriations that have not been finished by September 30.
