The clear choice is, do you believe that we should increase Government spending by $123 billion this year or do you think the hard-working American family should get back more of the money it has earned and worked for. And do you think we have a responsibility to our future generations to pay down the $5 trillion debt that has accumulated over the last 40 years in our Congress. That is the clear choice. I come down very strongly on the second choice. The choice should be that we would do what is responsible for ourselves and for future generations, and that is to pay one-half of any surplus we might have on the debt so that we start whittling it down to a reasonable, manageable size. We cannot turn over to our children and grandchildren a bill of $5 trillion, that if we are in a recession, will skyrocket their taxes in order to pay. The other half should go back to the people who earned it.
