we all say that Government must live within its means. If we cannot reach that goal today with the whole Federal budget, we can at least make a meaningful down payment, one the American people will understand and I believe they will approve. We can tighten our belts here in Congress. My amendment will cut the overall legislative branch appropriations by just 7.5 percent. It reduces fiscal year 1995 spending by $200 million in budget authority and in outlays from the baseline. Over the next 5 years, that will cut a total of $2.4 billion from legislative branch spending. Mr. President, this is a reasonable amendment. It shows that we will take the first step to do what we say all Government should do, and that is, make a modest cut in our own budgets as we are asking many Federal agencies to do.
