“I am glad the Senator is on this point because in the original mission statement in the Dayton accords there was a provision to capture war criminals, but it was going to be a police force within the Federation. It was going to be a police force made up of all three of the sectors that would go after war criminals, hopefully in a way that would be responsible. That police force has not materialized. As the Senator from Kansas has said, we are substituting our NATO forces for the police force that is the mission in the Dayton accords. That is a change of mission by any way you read it.”
