The Senator from Delaware knows it is well settled in our law that there is a good-faith test. If it is not a willful violation, I would hope we would protect people who in good faith, in a fact determination, would be able to say I did not mean to do this. If you think the IRS would, in fact, penalize someone with a fine for that, then I think we should protect them from the IRS. That is what my amendment does.
