I first want to say what a good job-- actually, a wonderful job--the Military Construction Subcommittee appropriators have done. They have adopted a very strict budget line, the same as the House of Representatives, and the chairman, Senator Johnson, and the ranking member, Senator Kirk, have put together a very good, solid proposal for military construction, and I appreciate working with them. I was the chairman and ranking member of that subcommittee, and I loved working on it because I wanted to take care of our troops and to make sure they had the construction they needed for housing and for training headquarters. So I commend the great staff of that subcommittee and am very pleased it is continuing in good hands since I have left that committee to go to the Commerce, Justice, Science, and Related Agencies Subcommittee. I also want to say that there is so much going on in the Capitol right now. I think America is focused on the debt ceiling issue, the overwhelming debt we have in this country. We know it is too much, and so many have been working in different quarters trying to solve this issue. Senator McConnell, the Republican leader, came out with a proposal early this week to try to assure the markets and all of the people watching so carefully that we were going to address this issue, even if, in the end, we couldn't come to an agreement.
