We have a problem with the formula not fairly representing the needs of the large States. It is my hope--and I do have a commitment from all of those involved--that we will get the authorization bill that will allow us to address this inequity in the formula because right now, the high-risk areas do not include one of my cities that is one of the top 10 largest cities in America, and it is not considered high risk. What are we thinking?
