I call up my amendment to the NEA bill, which is the appropriate order. The amendment is as follows: Beginning on page 96, strike line 14 and all that follows through line 8 on page 97, and insert the following: (a) Funding.--For necessary expenses of the National Endowment for the Arts, $100,060,000 to be used in accordance with this section. (b) Use of Funds.-- (1) In general.--Of the amount appropriated under subsection (a), the Chairman of the National Endowment for the Arts shall use-- (A) not less than 75 percent of such amount to make block grants to States under subsection (c); (B) not less than 20 percent of such amount to make grants to national groups or institutions under subsection (d); and (C) not more than 5 percent for the administrative costs of carrying out this section, including any costs associated with the reduction in the operations of the National Endowment for the Arts. (2) Limitation on administrative costs.--With respect to the budget authority provided for in this section, not more than $1,525,915 shall be available for obligation with respect to the administrative costs described in paragraph (1)(C) prior to September 30, 1998.
