Mr. President, I think this is a two-way street. Pennsylvania Avenue runs two ways. It is well settled in American law that there is a Congress that passes laws and a President who signs or vetoes those laws. So it is not, ``Send the President a bill he can sign.'' We are sending the President a bill he can sign. We are sending the President a bill that he has asked for, to replenish the FEMA funding. The people of North Dakota and South Dakota and Minnesota are getting the help they need-- and they should, and we want them to--and we are going to replenish those funds.
