Mr. President, I wish to thank the Senator from New Hampshire on behalf of the leader. She has brought to the floor an outstanding amendment that needs to be addressed because this is an issue that is certainly on a lot of people's minds, as to why we would be using our judicial system for enemy combatants. She has articulated it so well, as the former attorney general of New Hampshire, and we appreciate so much that she has brought this amendment. It is going to get a lot of support from the American people as well as Members of the Senate. Thank you, Mr. President. The PRESIDING OFFICER. The majority leader is recognized.
