I support this resolution. While cap-and-trade legislation has stalled in the Senate, the administration is pursuing a backdoor approach to implement new regulations. The EPA's use of the Clean Air Act as a vehicle to expand its authority is a political maneuver that will allow the agency to bypass Congress and regulate greenhouse gases. This is the prerogative of Congress and Congress has not acted because it would be a mistake to act. So here comes the regulatory agency to bypass Congress because they cannot get congressional approval to do what they are trying to do. This vote has nothing to do with the oilspill in the Gulf of Mexico. It is unfortunate that some are trying to use this tragedy in the Gulf of Mexico as some sort of leverage against this resolution. We all agree that we need a responsible energy policy that strikes a critical balance between the protection of our environment, natural resources, and the preservation of American jobs.
