I do think that the guard is the immediate call, that is, all of the training with the Governors is guard, and they have been very successful, and immediate.

Absolutely. We should reinforce our efforts to get Russia to comply with the treaty, and it is the position of the American Defense Department, State Department, that Russia is in violation.
