I hope he wouldn't put forth an idea that he thought was a bad idea. What I hope is that he would lay out the issue for discussion, and if the result is not something that the United States thinks is the best result, after everyone has had a say in what kind of process it would be, of course, we would not lose our veto power. But I would certainly hope that he would not go in and say, ``I am putting forward an idea that I think is a bad idea.''
