Will you be able to tell how long ago it became extinct or the water went away?
That is going to be essential because you can't manufacture enough up there to bring back very easily.
Nobody is challenging America COMPETES. Nobody is challenging the need for Federal help on this.
I co-sponsored the original COMPETES Act and I continue to support it today.
