“I would only say to the Senator from Maine that I think it would be more fair if the minority leader would put forth in his right to know to the American people what they are going to do to balance the budget if we do not pass the constitutional amendment to require it. I think that is what the American people would like to know. What are you going to do differently today than you did 34 out of the last 35 years? That is a right I think the American people have, to know before someone votes to kill this opportunity to have a balanced budget amendment for this country for the future, to know what they would do if it is defeated. We must make sure that our future generations do not carry the debt of overspending and the excesses of the present day. We should not have the right to bind future generations from any present point by not living within our means. That is the bottom line.”
