Madam President, while Senators are getting ready to speak, we have made good progress on the bill. Amendments are now coming in. Cloture is going to be filed Monday, so we need to have all the relevant amendments in by then. I support the Nelson of Florida amendment on which we will vote at 10:30. We agreed last year, in a preconference meeting, that the amendment he has to drop language from the bill would be dropped. I support the amendment. The NASA Reauthorization Act has intervened, and that is the law of the land. It was passed unanimously by the Senate. I believe the Nelson of Florida amendment is a good one. I yield the floor.
