“I think if you are going to make constructive change, you have to start with an outline. I think that is what the Senator from Washington has done. While he has brought the bill to the floor, essentially not changing the status quo, he has always been open to suggestions on ways to make it better. I think, in the end, in conference, if the Senate will speak in what I hope is a decisive way on the approach that it wants to take, then I would like to see us work with the House to do something that will be constructive that will preserve our national commitment to the arts. But I would hope that whatever we do, we make the American people feel comfortable and give them something they think is worth their hard earned tax dollars, something that will give their children better access to the arts and enhance their education, if you will, something that the American people would write if they were standing here on the floor.”
