“I rise today to offer the Air Cargo Security Act as an amendment to the Intelligence Reform Act. This is a measure that we need to pass to answer some of the criticisms in the 9/11 Commission Report regarding cargo security. I am going to talk further about this bill, but I would like to offer Senator McCain some of the time to also talk because he was one of the cosponsors. It went through the Commerce Committee with his chairmanship. We all agree this is a bill that is needed to add to the security that is in the bill in accordance with the 9/11 Commission Report.”
