There's no sense of urgency. There's no intensification of manpower and equipment. There's bureaucratic red tape.

We need the federal government to cut the red tape. We need the -- the President to exercise his executive authority and say, cut through the red tape. We don't have a minute to waste.

He has the executive authority to cut through all this red tape, bureaucratic red tape. We're being held hostage down here, hostage to the oil and hostage to incompetent, cumbersome federal bureaucracy.

If this -- if we were being invaded by a foreign country, we would be an occupied territory right now.
