I think it is one that we ought to pass, and I urge my colleagues to support it. It seems like we can agree on an awful lot of things today. We all want more education, better health care for our young people and we all want to make sure that there are fewer abortions out there, but yet we cannot agree on this, I think, very simple issue. Frankly, I have sat here and listened to the debate and I hear a lot of talking around in circles and I still cannot understand why we do not agree on this amendment. We have a problem here. We have State laws that set higher standards in some cases than other States on abortions. They require parental consent. Right now we have a problem situation where there are older people taking school-aged children, girls that are 12, 13, 14 years old, across the State lines into those other States and having those abortions done, all without parental consent. I think for the most part we agree that should not happen.
