In the 1986 Immigration Reform Control Act, I put an amendment in there that required 100-percent reimbursement to all border States and border communities for any immigration cost. The Reagan administration, year after year after year, proposed a gradual cutting of that, and unfortunately that took place; so we do not have that anymore. Mr. Chairman, I would just think it would be best to conclude this by saying there has been an adequate effort in my view on both sides. If that statement is not good enough to move the debate forward, we can waste another 10 minutes out there jeopardizing passage for the bill having a needless argument.
