I say to the gentleman, Mr. Mfume, let me answer you in the quickest way possible. The answer to that question is simply this: They do not want to have to reveal their lobbying contacts with the executive branch, and they have cloaked that desire in rhetoric relating to the IRS regulations. We have been extremely generous with them in dealing with the way in which they have to keep up with their expenses, but this is a question of whether or not they can get by with contacting the executive branch and not having to disclose it, and we're not going to let them do that. It has nothing to do with the IRS.
