Mr. President, yesterday I came to the floor and spoke about my intention to offer this amendment, which is now pending before the Senate, which would require the U.S. Government to sell 66 F-16C/D aircraft to the Government of Taiwan pursuant to our responsibilities under the Taiwan Relations Act of 1979, passed with bipartisan support of the Congress and signed into law by President Jimmy Carter. Under this law, it is the responsibility of the U.S. Government to provide our ally Taiwan with sufficient defensive weapons in order to defend itself against any possible aggression by Communist China or from any other source. I spoke at some length about this yesterday, and I won't reprise all of those arguments. At the outset, I ask unanimous consent to have printed in the Record 3 letters--1 signed by 45 Senators supporting this sale of F-16s to Taiwan and 2 separate letters from Senator Lugar, the ranking member of the Foreign Relations Committee, and Senator Lisa Murkowski of Alaska, for a total of 47 Senators who are on record as supporting this sale.
