I yield myself an additional 30 seconds. And finally, last but not least, in the amended bill that was sent to the Rules Committee yesterday, Mr. Speaker, they have changed the spending profile. Under the bill before us this evening, the program, while it is a guaranteed entitlement, funding would be cut by two- thirds in 2019 and eliminated altogether in 2020. That is simply a budget gimmick and is patently unfair to the people, if it were to pass and become law, that would be depending on the program. For those reasons, Mr. Speaker, we would ask for a ``no'' vote on the bill. Mr. Speaker, I reserve the balance of my time.
