Mr. Speaker, this bill which has been called a mishmash is the most comprehensive package of energy legislation that has been on the floor of the House of Representatives in almost 50 years. It touches on all aspects of energy production. It has a comprehensive conservation title. It has an extensive electricity reform title. It got bipartisan support when it came out as H.R. 6. It got bipartisan support when it came out as the conference report after a majority of the House and Senate conferees voted to bring it back to the respective bodies. I hope this afternoon when it comes up for a vote that once again we will send it to the other body and I hope it gets unanimous support this time.
