Mr. Speaker, Republicans support helping the first responders and the victims of the World Trade Center attack. We support it at the President's request. We support it as an authorized program. We support it at paying existing Medicare rates. And, finally, we support it without raising taxes on the rest of the American people. This bill doesn't do that, so we would urge a ``no'' vote on this bill, and then perhaps we can work together on a bipartisan basis to do something that everybody in this Chamber can support. Please vote ``no'' on this bill, and then let's work together to do it the right way. {time} 2040
