I appreciate the ranking member's yielding additional time. The GRID Act would shield both our bulk power system and the infrastructure serving critical defense facilities. The legislation authorizes the President to address imminent grid security threats through the Federal Energy Regulatory Commission, better known as FERC. It would give FERC the authority to issue notice-and-comment rule to address grid security vulnerabilities. As Mr. Markey pointed out, this bill is revenue-neutral. It does not increase the Federal deficit in any shape, form, or fashion. It is worthy of support. I want to repeat again, it came out the Energy and Commerce Committee 47-0. I hope the House will unanimously vote for this and send it to the other body.
