Madam Speaker, I urge my colleagues to support this measure. Once again, I thank my colleague Mark Meadows from North Carolina for his support and hard work on this bill. The exchanges under this bill would be administered by the State Department and by USAID and would promote best practices and strengthen electoral institutions around the world. The question is on the motion offered by the gentleman from Texas (Mr. Castro) that the House suspend the rules and pass the bill, H.R. 753.
