If the humanitarian exemption that was originally in this bill was restored, I would fully support H.R. 340, but I cannot in good faith support a bill that amounts to intentional collective punishment against the people of Gaza, nearly half of whom are children. For this reason, I urge the House to vote ``no.'' Mr. McCAUL. Mr. Speaker, I yield 2 minutes to the gentleman from Arkansas (Mr. Hill), a member of the Foreign Affairs Committee.
