It was an exercise of political courage and personal decency for Tom to agree to bring the resolution up for an open debate and recorded vote under those circumstances.
I implored Tom to bring to the House floor a resolution that Steve Solarz of New York and I had introduced authorizing then-President Bush to engage in military action in Operation Desert Storm.
When there were issues upon which we could not agree, we could at least use common courtesy in the way we conducted our politics.
