I yield myself an additional 10 seconds. And previously she has said that she has been in favor of this provision. She has been in favor of the end user exemption and has said the bill would clarify the intent of the Wall Street Reform Act. I urge the committee to adopt the bill. So she was for it before she was against it. But whether it be Biggert-Waters, whether it be Export-Import, whether it be end user, she has changed her mind frequently. I now yield 2 minutes to the gentleman from North Carolina (Mr. McHenry), the chief deputy majority whip. Mr. McHENRY. Mr. Speaker, I first want to commend Chairman Hensarling for bringing this bipartisan agreement and construct to the House floor. It extends a very important Federal backstop against the risk of terror on the American people, small businesses, and substantial businesses as well. As I have said in the past, it is very important that we reauthorize the TRIA program, and the chairman incorporated diverse opinions, including those from across the aisle. I also want to commend our colleagues from New York, Congressman Grimm and Congressman King, for the important work that they did to bring this about today. As amended, the bill will ensure that terrorism risk protection is available for the next 6 years, while lessening the taxpayer burden. Since September 11, the TRIA program has provided an important Federal backstop for businesses that must insure against the devastation of a future attack.…
