I believe we will achieve a victory over cancer.

A critical step that Americans can take to improve their health and reduce the risk of cancer is to avoid the use of tobacco.

I do hereby proclaim April 2003 as Cancer Control Month.

President intends to appoint Brian Griffin of Oklahoma, to be Representative of the United States to the Southern States Energy Board.

Millions of Americans are winning the fight against cancer, but much work remains.

Yet, experts believe that half of all cancer deaths are preventable.

Our nation enters this conflict reluctantly -- yet, our purpose is sure.

We have no ambition in Iraq, except to remove a threat and restore control of that country to its own people.

It is not possible to know at this time either the duration of active combat operations or the scope or duration of the deployment of U.S. Armed Forces necessary to accomplish our goals fully.

Only the use of armed force will accomplish these objectives and restore international peace and security in the area.

I have reluctantly concluded, along with other coalition leaders, that only the use of armed force will accomplish these objectives.

I transmit herewith the 6-month periodic report prepared by my Administration on the national emergency with respect to persons who commit, threaten to commit, or support terrorism.

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered that Executive Order 13282 of December 31, 2002, is amended as follows:

I hereby determine that the United States and Iraq are engaged in armed hostilities.

All blocked funds held in the United States in accounts in the name of the Government of Iraq are hereby confiscated and vested in the Department of the Treasury.

Continued U.S. support is warranted as the Government of the Philippines has provided unwavering support in the global war on terrorism.

I intend that such vested property should be used to assist the Iraqi people and to assist in the reconstruction of Iraq.

We currently hold more than 600 enemy combatants at Guantanamo Bay.

I appreciate the continuing support of the Congress in our efforts to protect the security of the United States of America and its citizens, civilian and military, here and abroad.

We're confident we can achieve our objectives.

We are grateful for their determination.

I will direct additional measures as necessary to exercise our right to self-defense and to protect U.S. citizens and interests.

Our efforts in Afghanistan have met with success, but as I have stated in my previous reports, the U.S. campaign against terrorism will be lengthy.

All are being treated humanely and, to the extent appropriate and consistent with military necessity, in a manner consistent with the principles of the Geneva Conventions of 1949.

We appreciate their sacrifice.
