We're seeing signs of life and activity returning to the region.

You want a partner, not somebody who is going to tell you what the strategy ought to be.

Every time I come back here, I see progress.

I admire the resilience and determination of the Thai people and government.

I look forward to meeting jointly with ASEAN members of APEC at the Leaders' Meeting in Busan this November.

We must make vigorous efforts to reach conclusion on the U.S.-Thai Free Trade Agreement next year.

We'll not just rebuild, we'll build higher and better.

We want evacuees to come home, for the best of reasons -- because they have a real chance at a better life in a place they love.

When communities are rebuilt, they must be even better and stronger than before the storm.

Our goal is to get people out of the shelters by the middle of October.

To all who carry a burden of loss, I extend the deepest sympathy of our country.

Across the Gulf Coast, among people who have lost much, and suffered much, and given to the limit of their power, we are seeing that same spirit -- a core of strength that survives all hurt, a faith in God no storm can take away.

These days of sorrow and outrage have also been marked by acts of courage and kindness that make all Americans proud.

We will help our citizens rebuild their communities and their lives.

Our strategy rests on three commitments.

We're providing direct assistance to evacuees that will allow them to rent apartments.

Out of this tragedy comes an opportunity to harness the good and gracious spirit of America.

And one day, Americans will look back at the response to Hurricane Katrina and say that our country grew not only in prosperity but also in character and justice.

Our whole Nation cares about you; you are not alone.

I encourage Federal, State, and local officials, as well as leaders of civic, social, and educational organizations, to conduct ceremonies and programs that celebrate our Constitution.

I call on the people of the United States to observe this day by spending time with family members.

Families help children understand the difference between right and wrong and the importance of making good choices.

I also urge all Americans to recognize the men and women cultivating our land who contribute to the vitality and prosperity of our Nation.

May God bless and keep the souls of the lost.
