I must veto this bill.

I do not take this action lightly.

The bill would also require the use of appropriated funds to support the United Nations Fund for Population Activities.

I am not convinced that this provision is sufficient to remove all constitutional doubt concerning Section 582.

I restate my strong support for international family planning programs.

The current bill thus represents radical and unwarranted change in policy.

Meeting these emergency needs should not be postponed to provide Federal funding for the reforestation of private timber lands.

H.R. 3482 would establish the highly objectionable precedent of using FEMA disaster relief funds to reimburse private profit-making concerns for disaster losses.

It would reduce the emergency disaster relief assistance that would otherwise be available to public authorities, and individuals and families for the rebuilding of their lives.

The diversion of these funds to a non-mandatory purpose, as envisioned in H.R. 3482, would result in the funds being treated as discretionary spending.

Inevitably, funding for such reforestation would lead to additional demands from other parties for assistance, resulting in a further diversion of funds from priority needs.

This gives me great pleasure to sign into law the first increase in the minimum wage since 1981.

This afternoon the President called Prime Minister Thatcher of Great Britain to discuss the upcoming EC [European Community] meeting on Eastern Europe and his meeting in Malta with President Gorbachev.
