Today I am signing S. 303, the 'Negotiated Rulemaking Act of 1990.'

We are pleased to note the common stance and determination of the world in this endeavor.

The trend must be reversed.

What's at stake is not just the confidence of the American people in the banking system but the profitability and the competitiveness of a key American industry.

The United Nations Security Council vote underscores the unity and determination of the international community to end Iraq's illegal occupation of Kuwait.

The Act does not require an agency to adopt, or even to publish as a proposed rule, a consensus reached by a negotiated rulemaking advisory committee.

I think one of the exciting and positive things to be coming out of all this strife and problems halfway around the world is the rejuvenation of the United Nations peacekeeping function.

And now I am honored and pleased to sign into law the Immigration Act of 1990.

Today I am signing H.R. 5390, 'An Act to prevent and control infestation of the coastal inland waters of the United States by the zebra mussel and other nonindigenous aquatic nuisance species.'

Americans have the right to be free from fear in their homes, in their streets, and in their neighborhoods.

We continue to favor a peaceful settlement of this crisis; at the same time, and as the Security Council vote demonstrates, there is growing resolve that Saddam's occupation of Kuwait not be allowed to stand.

The American people deserve tough, new laws to help us prevail in the fight against drugs and crime.

It is with great pleasure that I have today signed H.R. 3789, the Stewart B. McKinney Homeless Assistance Amendments Act of 1990.

S. 358 meets several objectives of my Administration's war on drugs and violent crime.

It is the most comprehensive reform of our immigration laws in 66 years.

I'm confident that if we conduct ourselves right and if you do your business right, that principle will be out there for all to see in the days ahead.

Those who can afford it the least are those who are getting hurt the worst by the speculation that's resulted in these higher oil prices.

This Act is designed to minimize, monitor, and control nonindigenous species that become established in the United States, particularly the zebra mussel.

This official would be the only member of the Task Force whose appointment would not conform to the Appointments Clause of the Constitution.

In order to constitutionally enforce this program, I instruct the Task Force to promulgate its priorities list under section 303(a)(2) 'by a majority vote of those Task Force members who are present and voting.'

Our farmers are the best. Period! They outproduce every other nation in the world by far.

I have approved this bill.

I will construe all these provisions to be advisory, not mandatory.

This provision will make the U.S. Government a veritable insurer for tribal activities under circumstances in which the United States otherwise would not be liable.

You've given this administration a farm bill of which I think we can all be very proud.
