Today I am pleased to sign into law H.R. 3836, the 'Pacific Yew Act.'

Our efforts have provided an opportunity for the Federal Government and private industry to work cooperatively for the public good.

This Act ensures that Federal lands will be managed to provide for the sustainable harvest and long-term conservation of the Pacific yew.

It would not, however, materially enhance the enforcement of marine safety requirements.

This would unduly burden the smaller jurisdictions.

This provision represents an unwarranted intrusion on the President's ability to protect national security and administer U.S. foreign policy.

Passage of H.R. 5750 would serve important United States interests by enhancing U.S. security.

The United States proposes that the international community place monitors in neighboring states to facilitate the work of those Governments to ensure strict compliance with the sanctions.

I feel a moral obligation to see that these camps are inspected.

H.R. 3603 embodies the irresponsible tax and spend policies this Administration has strenuously opposed.

I propose it's time to roll up our sleeves and go after it.

I will fight tough, but I will fight fair.

I will do everything in my power to protect the lives of any American service men or women involved in this international mission of mercy.

I believe the only way to get the budget deficit under control, the major disciplinary tool, is a balanced budget amendment to the Constitution.

I established a Presidential Commission on Federal Ethics Law Reform to examine the ethics laws and regulations that govern the Federal work force.

This is, without a doubt, a true humanitarian nightmare.

The National Science Foundation (NSF) already has the authority in its Organic Act necessary to carry out the objectives and programs of H.R. 2936.

I directed the Office of Government Ethics to develop a single comprehensive and understandable set of ethics regulations that would apply to all employees in the executive branch.

The American people agree with our philosophy and with our ideas.
