George H.W. Bush was the 41st President of the United States, serving from January 20, 1989, to January 20, 1993. A member of the Republican Party, he previously held the office of Vice President under Ronald Reagan from 1981 to 1989. Bush was a World War II veteran and served in various roles within the U.S. government, including as Director of the Central Intelligence Agency from 1976 to 1977. His presidency is noted for significant events such as the Gulf War and the fall of the Berlin Wall, as well as his efforts in foreign policy and international diplomacy.
I firmly believe that the vital first step to broadening our national consensus on defense is to wring the last drop of waste and mismanagement out of the way we buy our weapons.
And those of you who are here today...know something that many other people will soon learn for themselves: Jim Baker will be a great Secretary of State.
This is a time for America to reach out and take the lead, not merely react.
The Government is here to serve, but it cannot replace individual service.
I am proud of you and very glad that we will be working to write this chapter together.
Each of us is here because of a belief in public service as the highest and noblest calling.
There is established the President's Commission on Federal Ethics Law Reform.
