Tonight I come not to speak about the state of the Government, not to detail every new initiative we plan for the coming year nor to describe every line in the budget.

We must maintain the democratic decency that makes a nation out of millions of individuals.

I wouldn't miss this anniversary for the world.

From now on in America, any definition of a successful life must include serving others.

With you rests our hope, all that America will mean in the years and decades ahead.

Today, I encourage all Americans to join me in saluting the tremendous achievements of Black Americans.

Each February, we observe National Black History Month in recognition of the remarkable achievements of Black Americans and the many contributions they have made to our nation's heritage.
