“I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 1, strike line 1 and all that follows and insert the following: SEC. 1. FEDERAL FUNDING UNDER THE ESEA. Notwithstanding any other provision of law, any funds made available under the Elementary and Secondary Education Act of 1965 after the date of the enactment of this section shall be consolidated and awarded to each State-- (1) in an amount that is proportional to the number of students in such State relative to the total number of students in the United States; and (2) to carry out educational activities permitted by the laws of such State.
