I understand the concerns that the chairman of the subcommittee has. The breadth was necessary in order to get by the requirement to not be legislating within an appropriations bill. If the chairman is willing to work with me on finding a scalpel rather than an ax to prune these bad apples out of the tree, I am willing to withdraw the amendment.
