I think the utmost clarity is in the First Amendment. I am going to read it here. ``Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press, or the right of the people to peaceably assemble, and to petition the Government for a redress of grievances.'' {time} 1015 That applies to everything we do, every law we make. This amendment is unnecessary, and I urge opposition. Mr. Chair, I reserve the balance of my time.
