Dear Chairman Bliley: On March 28, 1995, the Chairman of the Committee on the Budget, Mr. Kasich, introduced the bill H.R. 1327, the ``Tax Fairness and Deficit Reduction Act of 1995'', which incorporated the text of H.R. 1215, the ``Contract with America Tax Relief Act of 1995'', along with other necessary offsetting spending reduction provisions. I understand that the text of H.R. 1327 is to be considered as the base text for floor consideration of H.R. 1215 this week. H.R. 1327 includes the provisions of H.R. 1216, a bill to provide for the privatization of the United States Enrichment Corporation (USEC), reported by the Committee on Commerce on March 23, 1995. Section 3006 of H.R. 1327 includes a provision regarding the tax treatment of the USEC privatization. This matter lies within the jurisdiction of the Committee on Ways and Means, and was reported contrary to Rule XXI, clause 5(b), which provides that no bill carrying a tax measure may be reported by any committee not having jurisdiction to report tax measures.
