The facts are that the current law already gives incentives to overcome the double taxation that our corporations face competing overseas, and this replaces that in the code. It does not cost $5 billion. He knows that. If there is such opposition to the existing incentives that are in the code or the reduction of the barriers that are in the code, why were they not out front a long time ago? Why are there not amendments offered over and over again in committee?
