I thank the gentleman from Indiana for his comments, and I also thank the gentleman from New Jersey for his and for mentioning the cost of these BRAC rounds. Yes, there is a significant, one-time cost, but if we look at the combined return that we see from all BRACs in all previous years, we realize $13.6 billion annually to the positive. Just from the 2005 BRAC alone, it is $3.8 billion that we can place in support of our servicemembers, in reducing waste, and ensuring that those precious tax dollars go to where they will be most effective.
