I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add, at the end of the bill, the following: SEC. 6. EFFECTIVE DATE. This Act, and the amendments made by this Act, shall take effect only beginning on the date that is 1 year after the date of enactment of this Act, and only on the submission of a report by the Comptroller General of the United States detailing the effects of the implementation of this Act and the amendments made by this Act.
