Mr. Speaker, Internet spam will never go away. However, by passing this legislation we will be taking the first steps towards limiting its impact on the overwhelmed e-mail users everywhere. It is my hope, as the provisions of this legislation begin to take effect, that private industry will continue to develop better and more effective software to combat spam. Our ultimate goal is to intercept and delete spam before it ever reaches the consumer's mailbox, if that is the consumer's decision. If it does make it to the recipient, then filtering software on our personal computers can take care of it. This bill, though, will not affect those consumers who wish to receive commercial solicitations over the Internet. For those of us who are tired of opening innocent looking e-mails only to find an advertisement for a porn site, this legislation will hopefully curb those unwanted and objectionable messages. I again thank my colleague, the gentlewoman from New Mexico (Mrs. Wilson), for her efforts on this legislation; and I hope the other body will act quickly to pass this important consumer protection measure.
