I rise as a cosponsor of House Joint Resolution 54. I am proud to be a cosponsor this session and last session. I think it is so important that we recognize, though, that freedom of speech has limits on it. And as much as I defend the right of someone to disagree with what I say on the floor or anyone says on the floor, we also have some limits. That flag that we have is a symbol of that freedom. Now, granted, it is carried into battle. I would hope that our service personnel would carry the Constitution with them, too. But the flag is that symbol. That is why I think it is important that we pass this constitutional amendment today and send it on to the States for their ratification. The burning of our national symbol is something that huge majority finds that we should change. This amendment is trying to protect those intangible qualities that the Bill of Rights represents, and it also represents our flag. I ask that we pass this with the two-thirds vote and hopefully the Senate will also.
