I hope other States will follow this on those policies that are licensed by State law; but we have to pass something in Congress to affect Federal law, to affect those multi-State companies that have plans in the gentleman's district, in my district, and yet they come under Federal law. So we need to deal with the majority of the people. That is why Congress has to take up this standard and follow the lead of States like Texas. I know New Jersey is considering it also. I would hope that we would have that. That point needs to be made. It is not Congress meddling in States' rights, it is Congress learning from the success that we have had, at least in the State of Texas, and following through. Okay, it has worked in Texas.
