Mr. Speaker, I was unavoidably detained at a hearing of the Subcommittee on Regulatory Reform, Commercial and Antitrust Law, on which I serve as Ranking Member. I was therefore unable to be present for rollcall vote No. 583, the Previous Question on the Rule to consider H.R. 3350. Had I been present, I would have voted ``no.'' The SPEAKER pro tempore.
