I yield myself such time as I may consume. I would just like to respond a little bit to what was said, and it was said in a previous discussion by my friend from South Carolina about why Congress is in such disrepute. He was thinking, if we pass this bill, people will think better of us. I would submit the reason Congress is in such disrepute is because the GOP shut down the government. People don't know about how you make a bill, per se, but they know they want their government opened. When they come to Washington, they want to go to different places. The GOP shut down the government for 17 days, and that is wrong. Madam Speaker, I yield 1 minute to the gentlelady from California (Ms. Lofgren).
